Jacqueline Howell founded Creative Reign Solutions after a career spent building what most consultants only advise on.
She established the City of South Fulton's Public Affairs Department from inception — creating the city's entire brand identity, including its official logo, visual standards, messaging architecture, and communications infrastructure during one of Georgia's most high-profile municipal incorporations. Her leadership set the tone for how the new city engaged its residents, media, and stakeholders.
As the inaugural Communications Director for the City of Fairburn, she again built a department from concept to execution — launching policies, SOPs, KPI dashboards, the city's first mass communications system, and a 12-month strategic communications plan that drove over 30% growth in digital engagement in its first year. Her work repositioned communications from a support function into a core executive discipline.
Her career spans municipal government and the private sector, including serving as Director of Communications for The Integral Group, where she managed brand reputation for large-scale real estate and mixed-use development projects. She has served as lead communications advisor through litigation, council transitions, elections, and sustained media scrutiny.
